Study On System Effect Of Urban Land Reserve

The system of urban land-reserve in China has experienced the historical changes from paid use to free allocating use, even to the coexistence of these two. At present, though the double-track system used in urban land has got rid of some problems of traditional land-use system, most nationalized land in urban is still being free and long occupied by these state-owned enterprises which lack good management and competitive strength, the efficiency of land-use is low. At the same time, most allocating land and rural collective land break rules and access into the land market under cover, which seriously disturbs and weakens the effects of macro-adjustment and control to land market carried out by government.Emerged in the land use reformation, the land market development and state-owned enterprises reformation, Land reserve System is an innovation of urban land system, which aims at vitalization the urban stock and sustainable development of land. The establishment of Land Reserve System plays a critical role in regulating and cultivating land market, enlarging financial revenue and promoting reasonable, actualization of urban planning.Although China's reform in urban land use institution has made great achievements, there have emerged many problems that should by no means be neglected. It is necessarily to study the performance of urban land-reserve system.This paper begins with our country's condition, fully draws lessons from the theory and practice of domestic and international relevant land reserve, comprehensively analyzes the operating mechanism of the land reserve, put forward the positive and feasible suggestion, which promises to provide a reasonable direction for the development of the land reserve system. Concrete content has been divided into five parts.The first part expatiates the studied background, studied ways and technique route, research general situation, logical frame and arrangement of content.
