The Administrative Unit Of State-owned Assets Administration Reform

The administration institution mentioned in this paper means governments at different levels that perform state functions. State-owned assets of administration institutions is the general term of all economic resources that are possessed and employed by administration institutions, confirmed by law as state owned and can be measured by currency. State-owned assets of administration institutions is the material foundation essential for building state power and accelerating all undertakings development. Assets management featured by clear property right, scientific configuration, practical effectiveness, regulated handle and fair supervision is the responsibility and goal of state-owned assets institution. In recent years, governments at different levels have paid much attention to state-owned assets management. With the increasingly-strenghening management efforts, state-owned assets management of administration institutions has gradually become standard. However, for many reasons, several weak points still exist in assets management, i.e. unreasonable assets configuration, low assets utilization, repeated and useless purchase and severe assets loss, etc. which are inconsistant with the rapidly-developing economy.Problems exist in state-owned assets management of administration institutions in our country and their causes are analyzed under this background in this paper. Specific measures and advanced experiences in state-owned assets management of administration institutions in Japan, Germany and USA are introduced. To strenghen state-owned assets management of administration institutions, state-owned assets management function of administration institutions should be sorted out first and the function should be performed by financial department. Secondly, assets configuration and handling management of administration institutions should be strenghened, informationization of assets management should be realized. Thirdly, policy study for national assets management should be done. Fourthly, state-owned assets accounting should be taken into consideration, confirmation, measurement and report of state-owned assets should be done. With the development of market economy and deepening of reforms, state-owned assets management of administration institutions will inevitably face the arrival of new round of reform subjectively or objectively. In this paper, by analyzing the meaning, feature, major task and main problems of state-owned assets management of administration institutions in our country' s new economy, by drawing advanced foreign experiences and by considering our country' s reality, following points are put forward:1.To strenghen legal construction, establish and improve supervision system of state-owned assets2. To deepen financial reform and improve overall efficiency of public finance3. To innovate fiancial and accounting regulations of administration institutions4. To establish achievement appraisal system of state-owned assets in administration institutionsIt is expected this paper can be the reference for study of state-owned assets reform in our country' s administration institutions.
