It is believed that smuggling is an offspring of economy, polity and society, who will be existed for long time and appeared with different shapes in different phases. And it can't be regarded as ordinary crime.Thirdly, further research had been made on the logicality within suppress smuggling which based on the analyse of suppressing smuggling and CIQ risk management. It has been concluded that the action logic of CIQ and local government was aiming at optimized Pareto efficiency in suppressing smuggling while fighting with corporations. Through the discussion of action logic, it will seek what influence will be given on suppress smuggling.
