East County Water Unit Management Reform Program Design And Implementation

China is a water-power country, water conservancy construction is in a long way to go, the normal operation of water projects is a major event in people's livelihood, project management units present some of the issues in recent years, which makes the normal operation of water projects and maintenance subject to interference, which result in lack of maintenance of aging water conservancy projects, serious threat to the lives and property of the general public safety, water conservancy project management unit is therefore a very important and urgent reform.Based on the analysis of water sector reform at home and abroad and on the focus of the organizational change theory, new public management theory, property rights theory and related theoretical basis, and through questionnaires, interviews and other forms ,used DONG'AN COUNTRY'S water project management unit for the study, summarized the problems of DONG'AN COUNTRY'S water conservancy project in control units and institutional reform in the country under water, the water conservancy project management unit of the DONG'AN COUNTRY'S is: property rights, organizational structure, personnel and financial reforms in four major areas, and then design the reform of the relevant specific content and measures. DONG'AN COUNTRY'S water project management unit is mainly from the implementation of the reform of the preparation phase, implementation phase and the corresponding measures which can be discussed; and then to explore the DONG'AN COUNTRY'S Water Conservancy Project management unit may encounter resistance to reform and put forward policy recommendations. Finally, the author made several suggestions and prospects.In this paper, units for the reform of water conservancy projects may provide some reference for the recommendations operational.
