Exploration On The Reform Path Of Farmland Water Conservancy Project Construction And Management In A County Of Sichuan Province

Since the founding of the people's Republic of China,under the leadership of the party and government,A County in Sichuan province has made great achievements in water conservancy construction after more than 60 years of arduous and outstanding struggle.However,because of the lack of water resources in A County,the existing farmland water conservancy projects can not meet the needs of A county.The efficiency of the management of farmland water conservancy projects has been low,which not only affects the safe operation of water conservancy projects,but also buries hidden dangers to the economic development of A county and the safety of people's life and property.The investment in the construction of farmland water conservancy projects is insufficient,the enthusiasm of the local farmers in the construction of farmland water conservancy projects is low,the social capital is inadequately invested in the farmland water conservancy projects,the management mechanism of farmland and water conservancy projects is not smooth,the property rights are not clear,the main body of engineering and protection and the responsibility for management and nursing are not falling,the fund of the project operation and management is insufficient and the agriculture is insufficient.A series of public problems,such as "heavy construction and light management",are highlighted.Aiming at the present situation of irrigation and water conservancy project management in A County,this paper raises problems and analyzes the main reasons.Mainly including the government's insufficient attention to the construction of farmland and water conservancy projects,unreasonable design and management of public policies in public sector of farmland and water conservancy projects,unscientific management of public investment,lack of effective government organization and management methods,non implementation of farmland water conservancy project management policies,farmland water conservancy workers.The operation of the process and the mechanism of the pipe and protection are not perfect.The existing management methods of farmland water conservancy projects have not adapted to the economic and social development of our region,which seriously hinders the economic development of A county and the step of entering a well-off society in an all-round way.This paper focuses on the goal of better construction and management of farmland water conservancy project in A County,and expounds the necessity and feasibility of the construction and management reform of farmland water conservancy projects in A County,and aims at the current situation and main problems of the construction and management of farmland water conservancy projects in A County,and through the comprehensive application of public management and non management.The related theoretical knowledge of local government institutions,property rights theory and the theory of "economic man" hypothesis in related disciplines such as profit organization management,local government management,public economics,public policy analysis,local performance management and so on,further analyze the main causes of the problem,draw on the advanced experience at home and abroad,and combine the A The reform path of irrigation and water conservancy project construction and management in A county was discussed.Mainly including increasing investment in farmland water conservancy projects and speeding up the construction of farmland water conservancy projects.The government should take corresponding policies to guide social capital to participate in the construction of farmland water conservancy,actively guide farmers to participate in the construction of farmland water conservancy,adjust the investment structure,innovate water development mechanism and develop agriculture.The new subject is to establish the subsidy mechanism of "public products",strengthen the training of water resources personnel,improve the supervision of local government,strengthen the reform of water conservancy project management,strictly implement the funds for maintenance and maintenance of water conservancy projects,establish the incentive mechanism of supervision and assessment,so as to make the basic construction and management system of farmland water conservancy.The development and improvement of the construction and management of farmland water conservancy projects will be the basis for A county to take the lead in building a well-off society in an all-round way.
