| Water is the lifespring, element of production and the basis of ecological. It also is the lifeline of agriculture. Rural water conservancy project is an important infrastructure for farmers to resist natural disasters, improve agricultural production, life of the peasants and rural ecological environment conditions. And it also plays an important role in promoting and maintaining food production stability, building a moderately prosperous society, a socialist harmonious society and a new socialist countryside.Considering actual situation currently, however, the low level of the water infrastructure areas and low efficiency use of irrigation water has seriously hampered the development of agriculture and become a major barrier of the development of modern agriculture. It is not only because of the increasing scarcity of water resources and the lack of water conservancy projects but also lack of the long standing rural water conservancy project management and lag of protection system. Therefore, this result a series of problems such as valuing construction but not management, unclear property rights and the main management responsibility is not clear not clear. Based on these things, by taking the theory of public goods for guidance, and by the means of analyzing the status of rural water conservancy project management mechanism, the reason of facilities management not good is explored. Meanwhile, combined with the actual situation of Changning County, this paper proposes how to improve the management and protection of rural water conservancy project. By the countermeasure of accelerating the reform of property rights, expand the management and protect of sources of funding, innovation management and protection system’s operation, it can improve the efficiency of the management, extend the life of the water conservancy project, give full play to the efficiency, in order to promoting agricultural economic development and the sustainable use of water resources. |
