So increasing employment number and stabilization the development of economy became especial importance.This paper first described backgrounds of the industrise'development and the instance of employment in ChongQing. And in this base, this paper bring the method of increase contribute ratio to analyse the effects of the development of thrice industries and development of every sectors to the increase of employment. From the contribute quotient, the best all so the first industry, but we should find the contribute quotient of the third industry is continuously increasing. To separate sector, the best sectors to contribute the increase of the employment are wholesale and retail trade,personal services and other service. This paper bring the method of employment elasticity to analyse the ability of the employment accept in thrice industries and analyse every sectors'ability of the employment accept in the secondary industry and the thirdly industry. Collectivity, the level of employment elasticity of the primary industry is in low; the number of employment elasticity of the secondary industry is leveling off the low level; the ability of improving the number employment of the thirdly industry is powerful. To separate sector, in the secondary industry , coal mining and dressing,transportation equipment are the optimal sectors of improve the number of employment; in the thirdly industry , the improving ability of transportation, storage, postal services are increasing and become the mostly sector of improving employment. And paper sets out the impact factors of thrice industries employment level based on Panel-data Model. These impact factors choose data including the population of region, the personal GDP, the urbanization level and the industrialize level. And through analyse of the model, we find the industrialize level exert greatness effect in improving the ChongQing's employment.In this paper, we research the relation of quantity between the development of thrice industries and employment in ChongQing. We realize the different industries labor accept ability in ChongQing's thrice industries. And the production of research become the instruction for the government, when their draw the employment policy and the develop policy of the industry. Except that, the research also provide the experience for other governments when their drawing-out the policy.
