According to Okun’s Law, the development of economy is supposed to promotethe growth of employment. However, the situation in China is not as expected, giventhat the employment elasticity does not increase in accordance with the boost ofChinese economy. As the foundation of people’s livelihood, employment is one of theirvital interests. How to effectively enlarge employment and in which way it should bedone are the essential questions that our society is facing up with. What industries havethe biggest capacity of employment, what industries are saturated already and couldnot create employment opportunities are the core content of this paper.This article studies the employment elasticity of Jilin province from year2000to2010, compares the results with the national status of the same period and makes asummary of its regularity. The research of Jilin Province will firstly be implementedinto different industries, comparing the provincial situation of primary, secondary andtertiary industry with national cases respectively. Secondly, the study will subdividethe three industries and select the representative ones to analyze their employmentelasticity on the premise that data are continuously effective. In addition, according tothe provincial administrative division, the study will go for the comparison of regionalemployment elasticity and analyze the status of different industries in these regions.Prediction of future employment elasticity of Jilin Province will be made at the end ofthis paper to see the difference of how many employment opportunities could beprovided under the conditions of different GDP.Through the study of various industries and regions in jilin province, summary ofthe Jilin provincial employment elasticity status as well as the policy suggestions areput forward. Guiding labors to shift to the industries with promising employmentprospect, alleviating employment pressure, saving time cost of labor transferringprocess, making the workforce more effective in the market are the intention of thisstudy.The tertiary industry is the most important section of absorbing labor employmentin the future. Developing and promoting the development of the tertiary industry,optimizing its industrial structure, will lead to the expansion of its employmentcapacity and absorbing more spare labors from the primary and secondary industries, relieving employment pressure and finally ensuring the rational allocation of laborresources and the stability of our society.
