Study On The Construction Of Food Safety Traceability System Of China

In recent years, food safety incidents happen frequently in China, this would have a direct impact on people’s health and safety, so food safety and regulation has become the focus of people. Perfect food safety traceability system can establish a full supervision from "farmland" to "table", when food safety incident comes, foods can be quickly recalled back to investigate relevant enterprises’ responsibilities. Building a food safety traceability system is a practical need of governing and regulating the food industry, strengthening food safety supervision, promoting social integrity and protecting the consumers’ vital interests.Firstly, we would like to give a simple description of the structure and function of food safety traceability system, followed by a summary of the building process of it. Secondly, the construction condition and obstacles faced of this system are analyzed from some aspects, such as legal system, national condition, participant parties, and the technical system. Finally, based on obstacles occurred in the process of the system construction, we would explore the way of food safety traceability system construction in our country from legal system, national condition, participant parties, and the technical system.Regarding the legal obstacles which appear during the food safety traceability system construction, we should improve related laws from the legalization of traceable management of food safety, the specification of subject rights and obligations, and strictness of accountability to main parties. For the national disorders, it should be an effective way to transform rural food markets and expand the width of food safety trace-ability system by promoting scale operation of agricultural intensification, improving the healthy development of farmers’ professional cooperatives and developing “Supermarket-Farmer Direct Purchase” projects. About the obstacles from system construction, the subject parties should be strengthened by enhancing the market competitiveness of traceable foods, accelerating consumer purchasing desire of traceable foods, and highlighting the government advocacy and support. Eventually, through the establishment of a unified global food safety trace-ability system, electronization of food safety traceability system, and networking the information service, a sound technical traceability foods system would be definitely realized.
