The Jidong Tourism Multiple Interactive Collaborative Research

The rapid development of economic globalization promotes the regional tourism development. Since 1980s in 20th century, the development of tourism industry begins to start paying more and more attention to regional cooperation. The cooperation of tourism mainly occurred at the area of approach, yet other areas' tourism cooperation are develop in tour markets. The area of Eastern Hebei Province was the important part of Circum-Bohai economic circle, and it located at the scope of 3 hours to reach Beijing-Tianjin, which the region has excellent conditions. Development of tourism is an important aspect of the economic and social development in Eastern Hebei Province, for its long history and culture, beautiful natural landscape, rich resources of cultural tourism.The author has selected for the study in Eastern Hebei province. The Eastern Hebei Province contains the prefecture-level city of Tangshan, Qinhuangdao, Chengde, which a provincial-level belong to the scope of administrative management. The three cities has approach in geography, difference in tourism resource and geographical characteristics. The three cities had different stages of tourism development and the thematic content. Interactive multi-develop will achieve a win-win situation in the regional tourism development.In 2008, the government of Hebei province proposed to build the tour line according East of Bejing, which is tourism regional cooperation on the tourist routes, and the Eastern Hebei province signed "the three cities (qin-tang-cheng) regional tourism cooperation agreement". Regional tourism development is not only in a combination of tour line, while the multi-interactive cooperation system was proposed based on development of the economic and tourism.From the interactive main body, methods, content and levels, the article raise the multiple system in Eastern Hebei Province, then construct the division of task according to the character of the region, which include the multiple interaction of the destination-source, urban and rural areas, the capital and the talent education, that the effective division the work is an necessarily premise for orderly regional coordination. The area of Eastern Hebei Province was composed of three different municipal level administrative units. While develop the tourism, the region always lay its own interest in the first place, yet the three cities should breakthrough the barriers in understanding to make sure the interactive development, which is the regional cooperation will take real interest between the different region.In the process of interactive multi-cooperation, the first step is target the cooperation, then make the support factors in the philosophy of cooperation, design of product, the organization of tour line, marketing, docking of transport, interaction of service and the tourism environment of the whole area in Eastern Hebei Province. The cooperation of region tourism must be based on the resource characteristics and regional economic development, and go on the effective distribution of task. According to the different stage, regional tourism cooperation should take different control behaviors of strategies for which is a process of strategic development, and the different behaviors play the different role. In addition, the main bodies that companies, government and individual, etc, must always pay attention to the feedback, which concern the actual situation and the effect of the cooperation.Because the interactive multi-development in Eastern Hebei Province is inter-administrative cooperation, the administration must play an important guiding role, which is the focus in the first stage. After that, it is into the phase of construction of tourism infrastructure, so as to build the based support system. When the company play a major role, the cooperation goes into the marketing of source, in order to share the around and remote resource to drive the marketing interaction. Finally, it is to achieve the integration of tour element in the whole Eastern Hebei Province.The interactive mechanisms include the expansion of cooperation mechanism, the balance mechanism and protection mechanism, which play a role in power-driven, criterion in conduct and cooperative security. The building of the mechanism was the main inner power for the interaction of tourism. Around the characteristics of the tourist attraction, Eastern Hebei Province builds six major tourism clusters in order to expand the size of tourism industry, and each cluster will fix the function and direction of tourism, that make sure the optimization of the cluster in different focus.
