Research On Cooperation Between Hebei Province And Central And Eastern Europe Under The "16+1" Framework

The sixteen countries of Central and Eastern Europe are located in the central and eastern part of Europe.They are an important link connecting Eurasia,Central and Eastern Europe covers an area of 1.336 million square kilometers,equivalent to 1/7 of China.The largest area in Poland and the smallest in Montenegro,The total GDP of Central and Eastern Europe in2017 was 1.54 trillion US dollars,accounting for 1.93% of the world total.For Central and Eastern European countries,China means a broad market.Central and Eastern European countries look forward to trade and investment with China.Central and Eastern European countries have important geographical locations at the intersection of Central and Western Europe.which can radiate across the European continent and have strong technological innovation and R & D capabilities.As the world’s second largest economy,China’s market size and the 16 countries of Central and Eastern Europe is not equal,affecting the efficiency of cooperation.Various provinces and cities in China and Central and Eastern Europe can effectively solve this problem.Hebei Province is a coastal province in northern China.Hebei provinces with large population,large economic provinces and large cultural provinces have the advantages of developed transportation,good industrial base,large market potential and wide openness.Hebei provinces can cooperate with 16 countries in Central and Eastern Europe to achieve complementary industrial advantages.This article takes Hebei province "go out" and the national "16+1" cooperative development strategy as the starting point and studies Hebei Province and the Middle East and Eastern European countries industry docking possibility.This paper is divided into 5chapters,the first chapter is the introduction part,introduces the research background and significance of this paper,analyzes the research review at home and abroad,introduces the relevant theories to be involved in the paper,including comparative advantage and factor endowment theory,combing the research ideas of this paper,expounding the innovation points and shortcomings.The second chapter introduces the analysis of the cooperationenvironment between Hebei Province and Central and Eastern Europe.The proposal of the“16+1” cooperation policy laid the foundation for cooperation between Hebei Province and Central and Eastern Europe.China and the Central and Eastern European Cooperation Fund provided support.the conclusion of friendly cities has become the engine of bilateral cooperation.The operation of the China Railway Express has accelerated bilateral cooperation.After the article analyzes the bilateral industry profile.The article quantitatively analyzes the comparative advantage industries in Hebei Province and the characteristic industries in Central and Eastern Europe.By analyzing the dependence of foreign trade between Hebei Province and Central and Eastern Europe,the trade potential of both sides is relatively large.Finally,the gravitational model is used to analyze the potential of trade between Hebei Province and Central and Eastern Europe.The third chapter describes the status quo of cooperation and existing problems.It analyzes the status quo of cooperation between Hebei Province and Central and Eastern Europe from the aspects of trade and investment.It analyzes the challenges faced by bilateral trade cooperation between Hebei Province and Central and Eastern Europe from the external environment: insufficient cooperation between Hebei Province and Central and Eastern Europe,non-equilibrium of bilateral trade,EU unified trade barrier affects cooperation between the two sides,many constraints on corporate investment,trade facilitation needs to be improved.The fourth chapter proposes to promote bilateral cooperation between Hebei Province and Central and Eastern Europe from the macro policy recommendations and the “precise cooperation” of bilateral industries.Strengthening and deepening understanding,strengthening two-way investment,strengthening humanities exchanges,strengthening policy safeguards,establish a consulting information platform for both parties and make full use of the existing platform to promote cooperation between the two sides on the macro level to improve the cooperation mechanism between Hebei Province and Central and Eastern Europe.In the "precise cooperation" between Hebei Province and Central and Eastern Europe,both parties canconduct two-way docking in tourism,high-tech,infrastructure,automobile manufacturing,food processing and pharmaceutical industries.The fifth chapter summarizes the paper.
