China's Informationization And Industrialization Integration Mechanisms And Countermeasures

The integration of the industrialization and informatization is the most important part of the New Industrialization since the 17th National People's Congress of CPC, is also the inherent requirement to transform the economic development mode and economical operation mode. The integration is based on the integration of the industrial technology and information technology, processed on the integration of the different products, business, and fatherly promotes the transformation of the mode of social valuation, the mode of economic operation and the way of the economic growth.With the development of our economy, the industrial and information technology have been improved, especially after 2000, both of them have developed rapidly, and built the basement and created the demand for the integration of industrialization and informatization.The basement of integration include the dynamic relation of the industrialization and informatization, the demand for the development of industrialization and informatization ect. Our government has implemented a lot of relative policies and created the great environment for the integration. However, we still face the different of integration of industrialization and informatization resulted from the different regions and industries. Meanwhile, there are some problems for the integration such as the low degree of the technology integration, the lack of the relative human resources, the demand lack to promote the integration for the enterprises.In order to solve the problems about the integration of industrialization and informatization, we analysis the precious experience of United State on the success of the integration, we can learn the technology integration, the cultivation of professional human resource, the main industry about integration of industrialization and informatization,and the policy from the government to support the integration.According to the characteristics of our industrialization and informatization,we build the function to show the dynamic process of the integration of industrialization and informatization. Based on the function, we analysis the existence mechanism, development mechanism, the dynamic mechanism, coordination mechanism and restriction mechanism of the integration of industrialization and informatization as its internal mechanism . We consider the integration as a dynamic development process, analysis the transmittal mechanism, development mechanism and dynamical mechanism among the integration of industrialization and informatization, government, enterprise and market as its external mechanism. Connected the internal and external mechanism of the integration of industrialization and informatization, we analysis the operation of integration of industrialization and informatization in the view of the integration of production factors, productions, business process, industry, and the transformation of the mode of social valuation.Aimed at the restricted elements for the integration of industrialization and informatization,according the precious experience from integration of industrialization and informatization of United State, based on operation mechanism of the integration of industrialization and informatization, we put forward some countermeasure for the government and some solutions for the enterprises.
