China's Ic Industry, Technological Innovation Ability Evaluation Studies

The IC industry, one of industries which are experiencing tremendously rapid development and enjoy an overwhelming influence towards the world, enjoys constant recognition from arbiters of various science fields, and governments. Now,the scientists of management and economics pay more attention to the evolution of the IC industry. The phenomena of IC industry such as "silicon valley" are researched and the experiences are learned and imitated by other high-tech industries when they develop. Chinese government has drawn new scheme to build IC industry in the ninth and the tenth "five year plan", also made it as "Strategy Industry" in the 21 century.In this paper, the existing research at home and abroad, based on the use of industrial economics, technological innovation and science, institutional economics and other disciplines of knowledge, on how to build innovation capability of China's IC industry evaluation system discussed in this central issue.On this basis, build the IC industry includes 16 indicators of technological innovation capability evaluation index system. Construction industry in the technological innovation capability evaluation index system on the basis of using grey model and factor analysis IC industry of technological innovation capacity of the quantitative evaluation . According to the data from 2001-2007 of IC industry data analysis, the results show that China's IC industry in technological innovation continue to increase innovation and capital investment, innovation and the environment has been significantly improved rapidly, but the technical innovation of China's IC industry, research and development capabilities remain to be improved, innovative capacity of resource allocation needs to be strengthened.Therefore, when we formulate the IC industry development countermeasure,should set out from the IC industry present situation, and find the problem which restricts the IC industry development at present.To get these problems solved,innovation and government supportis necessary,the former including independent innovating and in-draught absorbing, and the latter including system reforming and policy perfecting. we need to take the current advantage, make full use of comparative dominance to increasingly improve the international competition of China mainland's IC industry.
