There are new words as high-tech industry clusters,innovative industrial clusters, etc.In1947, the emergence of the one-point transistor in the world marked a new era ofmicroelectronics. Ever since the first chip was invented, IC (integrated circuit) has been aprogress for more than60years. Now, it becomes a very important standard for thescience-technology of one country. IC industry plays an important role in the promotion ofone country competitiveness. Shanghai is the leader of China’s IC industry, the study of theinnovative clusters theory and application to the IC industry in Shanghai innovation clustersto be related to policy recommendations is of great theoretical and practical significance.This paper deals with the following two major problems:1. Which elements constitute the Shanghai integrated circuit innovative clusters and howdo these elements share a relationship of mutual cooperation?2. Which behavior of various elements will have a positive impact on the technologicalinnovation of integrated circuit innovation clusters in Shanghai?In order to solve the target problem, based on the former researches at home and abroad,this paper, firstly, summarize the concept of innovation clusters. Secondly, according to thestructural characteristics of the industrial chain of IC innovation clusters in shanghai, thispaper in-depth analysis the elements and the innovation process among these elements. Lastly,the paper put forward research model with relevant hypotheses and designate questionnairesaccordingly. Through a survey relevant enterprise, the paper demonstrates the model bystatistical methods and conducts a quantitative analysis on put forward politics andsuggestions for the upgrading of IC innovation clusters in Shanghai.
