The Global Financial Crisis originated from the U.S has spread to all corners of the world; the crisis not only promotes changes in the structure of global governance, but also further promotes regional integration. The destructibility of this financial crisis is unprecedented; no only country can face it alone, regional integration became an effective means for a sovereign country to resist financial risks and to insure economic security. In the previous studies of regional integration, which focus on the experience of European integration, showing a kind of"Eurocentrism", and although the experience of Europe has some references, but not enough to explain the significance of regionalism in Asia.Based on the reality of slow progress and hysteretic institution construction in economic integration in East Asia, in this paper, I think that under the special geographic, political and economic circumstances, establishing trading system, and strengthening the interdependent, enhancing political mutual trust under the leadership of the major powers is a feasible model to promote the economic integration in East Asia.The relationship between power and institution has always been the focus in the debate of realism and neo-liberal institutionalism. In the first chapter, through the analysis of realism and neo-liberal institutionalism theories, I will establish a theoretical model of Power - Institution– Behavior under the framework of regionalism, and then analyze the interaction between the three. At last I argue that the leadership of regional dominant power could effectively promote the institution construction in regional integration process.In the second chapter, through the analysis of the superficiality and externality of the East Asia FTA boom , as well as the asymmetric interdependence of Association of Southeast Asian Nations on the United States. I argue that the hysteresis of trading institution construction in East Asian regional economic integration stems from the dislocation of leadership.The identity location is the foundation for sovereign countries in determining its national interests and diplomatic strategy. In the third chapter, by systematically expounding political and economic performance of China in the process of East Asian regional integration, I position China as the "potential leader" in East Asian Economic Integration process. In light of China's industrial structure and the status quo in East Asia, I suggest that China should take the initiative to carry out industrial restructuring to strengthen the interdependence of countries in the region, promote mutual political trust, strengthen policy coordination, promote the establishment of regional trade rules and systems, and obtain leadership of East Asian integration.In comply with the development trend of regionalization of the world, China's development must be relied on the East Asian region as a strategic zone, promoting regional cooperation is a right strategic direction, leadership is the responsibility of "responsible power", China should dare to provoke this responsibility.
