Nanjing Around More Highway Project Is A New "an Agent" Management Model Implementation And Supervision

Over the years, the governments at all levels implement the single model of "financial investment, government administration" to the direct-invest programs together with model of "construct, supervision, using". This has played a certain role, but there are also many shortcomings. From the beginning of this century, by drawing on forigen advanced project management concepts and models, combined with the actual situation of China's construction projects, Beijing, Shanghai, Shenzhen, Xiamen, Chongqing and some other cities launched a new mode of construction——" Agent System" to some public welfare projects invested by governments. Agent System, as a latest project management model, whose production and development is not only our Government's reform of investment products, but also requirements of construction management project mode; while this mode of administration has developed and innovated constantly in specific project management.Based on the research home and abroad, this paper studies on domestic "agent system" theories and development,then analyzes existing problems caused by adoption of "agent system" to China's expressway construction system. To particular projects, such as the Nanjing Raoyue Expressway (Southeast Section) project, this paper analyses the feasibility and necessity of agent construction model. By the specific means of adopting agent construction model to this project, application and researches are carried out to the following issues. The right choice of Agent company, the time of agent company to enter the project, the signing of contracts, The project organizational structure, the right to the allocation of responsibility for the project are all applied and researched. Nanjing Raoyue Expressway (Southeast Section) project is part of Shanghai-Chengdu national trunk line in Nanjing territory, the transit section of the highway is operating. The implementation of Nanjing raoyue Agent System management mode is innovated and is different with other domestic general agent constructions, especially in funds, auditing, financing, quality, project investment, safety and the environment. This paper illustrates that agent system is kind of integrated management mode which is based on new idea of setting the contractual relationship, referring to agency by agreement, among clients, agents, and users. The use of mechanisms of agent system includes the process mechanism, incentive mechanism, and restraint mechanisms, which is linked with each other closely. It reflects innovation and progress from many kinds of aspects and satisfies the needs of market management in administration, and also represents the development trend of construction management model.
