The construction of highway has been greatly developing in Fujian province since 1992, with the enhancement of state's investment on infrastructure. However, the development of the highway, does not bring deep reforms into the management system of construction projects. Both the traditional headquarter-model and the widely used construction-project's-juridical-person-responsibility-model are not suitable for the development of Fujian highway increasingly. The "four-in-one" -construction-management-model results in a series of problems, such as the decrease of the quality of highway, the lack of professional management of project construction and the over cost of project investment. Therefore, more and more attentions have been paid to the research of the reform and innovation of the construction management system.Firstly, several important concepts about the current situation of the highway construction, such as the basic construction procedures, the construction management system and the project management model, are introduced sequentially. The past problems and mistakes of the highway construction management system are also summarized and analyzed.Secondly, the agent system for highway construction project is proposed. This model includes concept, characteristics, agent entrance time, working procedure, contents, as well as the mechanism of risk mitigation . The relationship between the agent and other participants of the project in the agent system are further discussed. Theoretical analysis is made on the management model of the agent system, and the testing status and application advantages of the agent system inside and outside Fujian province are described. These establish theoretical evidences for promoting the agent system in the highway construction management.Last, but no least, the feasibility and necessity for promoting the agent system in Fujian highway construction projects is presented, combining with the advantages obtained in the pilot project of the agent system in Fujian Punan highway (Punan-model) . The problems in the practice are analyzed at the same time. Based on further research results from expert interview, the Punan-model has been modified to build up a practical Agent System model for Fujian highway projects.
