With the integration of Sci-tech and Economy in the world, independent intellectual property rights have played an increasingly important role in the market competition."Select the superior and eliminate the inferior, the survival of the fittest"is a law of world's economic competition at the present stage. The competitiveness of any players from countries to enterprises to a large extent depends on the number of the independent IPR. However, the competitiveness of enterprises lies in the quality and cost of products as well as its technological content and brand effect while technology and brand, only through possession of independent IPR, are in a position to stay momentum in the competitive market. In addition, in today's knowledge enhancement and economic globalization, independent IPR has long become a key factor for many countries in participating in the global competitive market, developing core competitiveness, and ensuring long-term development of national economy."Innovation-oriented nation"generally means that technology drives innovation and development, that production and application of knowledge becomes a basic means of creation national wealth and promotion of social development, and that science, as the first productivity, has been brought into effective play and full embodiment. Science and technology have contributed over 70% to economy. General Secretary Hu made a report titled"commitment to independent innovation with Chinese distinctive features, great efforts to innovation-oriented nation"in the third National Science and Technology Conference on 9th, January, 2006. The central party committee called for"take a new road towards independent innovation and build an innovation-type nation", which indicates that the Chinese government has definitely taken the establishment of innovation-type nation as a strategic choice for future development.Under such big context, the Chinese government published Outline of the National Intellectual Property Strategy, which is a programmatic document of national strategy through the operation of intellectual property rights to make possible innovation-driven nation as well as guidelines of development of intellectual property rights. It is convinced that the implementation of IPR strategy will surely step into a new stage on the basis of furthering promotion of IPR in China.Based on the theory of IPR strategy, independent IPR and innovation-oriented city, the article makes an analysis towards the IPR in China's Capital of Brand---Qingdao, Shandong, and put forward with the interactive theory between independent IPR and innovation-oriented city. At the moment, many experts from home and abroad have analyzed from different perspectives independent IPR, the establishment of innovation-oriented nation and city. Besides, they have also conducted much discussion on the theories and demonstrations of China's current independent IPR, yet without analysis and discussions by linking independent IPR with innovative establishment. In an era of knowledge economy, the independent IPR in one city makes a difference in its innovative establishment while its innovation system and environmental development will stimulate its enthusiasm of independent IPR. In other words, it is interactive between the possession of independent IPR and its innovative establishment in the city. The article will analyze the interactive nature between them in line with related theories and data.
