Anti-poverty Strategy, Public Policy In The Field Of Vision

No matter how prosperous, poverty-stricken groups may exist. It is essential to fighting against poverty for social stability and sustained economic development. Even in Xiamen Special Economic Zone, the urban poverty is rigorous. Since the 90's from the last century, the Government has implemented a series of policies, such as lowest living security system for citizens. However, the situation of urban poverty has not significantly improved, on the contrary continued to widen people's income, and cause a serious divide between the rich and the poor.Why is the Government's poverty elimination policies failed to control the growth of poverty scale? Why members of society didn't benefit from the fruits of economic development? This paper starts on the deviation of public policy, combined with the current policies of urban poverty elimination in Xiamen.This paper holds that the development not only refers to economic growth, more importantly, including the human development:Basic needs and full development of his personality. The current poverty elimination policy is not fully reflect the philosophy of"human development", mainly as follows: policy-oriented economic development as the central, while Expenditure of public finances public shows economic-oriented; poverty elimination policy focus on relief work, and protection of poor's rights is far from being adequate; poverty elimination policy takes Government as a single centre.Based on the study of deviation of policy, with the transformation of international poverty reduction strategy and the practice in developed countries, this paper points that Governance should take social policy for development as a new theoretical guidance , which raised by Midgley, Giddens, and Taylor-Goodby is a positive social welfare policies. Especially the value of "development" brought about profound changes in thinking: from a negative to a positive opinion on social welfare as social investment; pursuit from emphasis on economic growth to social development; and government-enterprises-non-governmental organizations work together to provide social welfare.Therefore, this paper tries to apply this theory to urban poverty elimination governance: Firstly, coordinated economic and social development as a policy-oriented, expanding social spending, and investing in human capital of the poorest groups; Secondly, ensure the right of Poor to participate on an equal footing in social life is guaranteed; Finally, build a multi-center network of poverty elimination policy; government-enterprises-non-governmental organizations should cooperative governance.
