The Study On The Poverty Alleviation Program Of LiangShan Ethnic Minorites Area In View Of The Coordinated Development Of Urban And Rural Areas

"Poverty alleviation development is a historic task to build the cause of socialism with Chinese characteristics, and also an important part to build socialistic and harmonious society。" Since the liberation of LiangShan minority ethnic areas, people there led by the Chinese communist party have successfully achieved the development across domain millennium, and he early implementation of poverty alleviation policies have achieved initial success. But when facing the new problem and situation in the new period the poverty alleviation policies implemented before have lost their immediate effect, and the marginal utility of increasing input decline appear to a decline trend。Thus, the poverty alleviation theory has not fully conform to the needs of new situation and social development, which requires the guidance of a new theory.The ethnic minorities in LiangShan have three identities including poverty population,ethnic minorities and farmers. As a results, Poverty alleviation development is a historic task must be one of important tasks for local economic and social development and be the breakthrough to realize local leaping-over development. Since the Seventeenth National Congress of the Communist Party, the state government clearly points out to carry out and fulfill the scientific development view, coordinate urban-rural development, eliminate the difference between town and country, and constantly issue 12"Number One Document" as the guidance to solve the problems facing agriculture。In is paper, it will use the specific guidance of dialectical materialism and historical materialism, be on the basis of the correct analysis of LiangShan ethic areas'economic and social development poverty issues, to propose some rationalization suggestions for the sustainability of the poverty alleviation.The thesis consists of five parts.
