Since 1990s, the poverty population in urban areas has been an outstanding issue in social development in China. The reasons that cause poverty in urban areas are not concerned with personal factors, but the social factors. The latter made social deprivation or social exclusion. The present urban poverty theory hasn't paid enough attention to social exclusion and it also does less in system analysis. Therefore, theoretically the paper enriched the research on urban poverty in the field of economics and practically it shows a light on coordinating macro-economy and stabilizing the whole society and developing a full human being.In this paper, the study on urban poverty concerns with developing economics, sociology, welfare economics, system economics, public management and many other subjects. Besides the general methods adopted for study of the subjects above, the methods as document analysis, comparison analysis, system analysis and ration analysis are used in the paper to study the issue of urban poverty. The study mainly includes the following aspects: 1. General introduction to the study on theories of urban poverty both broad and home; 2. An analysis of the relation between social exclusion and urban poverty; 3. Present situation analysis of urban poverty in social exclusion; 4. An analysis of social depriving faced by urban poverty colony; 5. Anti-poverty strategy in urban areas from the perspective of social exclusion; 6. The measures of anti-poverty with the type of "employment plus guarantee".Some conclusions can be obtained through an analysis of the focused issue with some innovations in this paper. 1. With an overall analysis, the paper points out that these researches on urban poverty need further improvement as they bore abundant fruits, thus providing theoretically sources and basis. 2. The paper introduces an idea by which the urban poverty is explained from the perspective of social exclusion. Then, the social exclusion is defined according to system economics so as to avoid separation of sensibility from cognition. The paper clarifies that the urban poverty before the opening reform policy mainly was caused by personal and underdevelopment of social economy, but the urban poverty at present is directly concerned with social exclusion. 3.
