The reform and opening up, which started in 1978, has stimulated China's sustained economic growth in the past two decades. However, on the threshold of the 21st century, a few of the basic industries in our country, especially the industry of chemical and medical raw materials is faced with multiple stresses and bottlenecks, such as lack of resources, energy shortage, enviromental pollution and the decline in space capacity. Therefore, it is imperative that new ways and measures in the upgrade of domestic basic industries should be explored so as to promote the adjustment of economic structure, the change of growth pattern and the transformation of development mode.The industry of chemical and medical raw materials serves as one of the mainstay industries in our nation and an important foundation in the phramaceutical industry. Its advancement process in the past two decades as well as its evolution of industrial structure are regarded as an epitome of China's industrial structure upgrade. World production of chemical and medical raw materials has reached over 2,000 categeries. China is among the major producing countries of the chemical and medical raw materials. As the second largest producer and one of the main exporting countries, China plays an important role in this field throughout the world. Up to now, our nation can produce more than 1500 kinds of chemical and medical raw materials, at an annual production capacity of about 2.2 millions of tons, among which over 60 kinds of products are rather competitive in the global market. More than 50% of the chemical and medical raw materials made in china are produced for the international market. In spite of this, china's production of chemical and medical raw materials is still a high polluting, high energy consuming and low value-added industry. The vast majorty in export of domestic chemical and medical raw materials only has the advantage of quantity. With the rise in labor cost and the enhancement in environmental protection standards in China, it is rather necessary for our country's industry of chemical and medical raw materials to upgrade the industrial structure in order to break the improvement bottleneck and obtain sustainable development. In this paper, the basic theories of industrial structure are taken as the research basis, while the industry of chemical and medical raw materials is chosen as the research background and analytical framework. A series of problems in the upgrading process of the industrial structure of chemical and medical materials are mainly discussed as well as the related measures which can be taken. First of all, the research results in the theories of industrial structure are summerized theoritically, in addition to the basic concept of the industry and industrial structure. Besides, the regular pattern in evolution of the industrial structure, and the criteria in selecting the leading industry are outlined in theory. Secondly, the basic information and the evolution process of the industrial structure of chemical and medical raw materials, the major problems in its industrial structure, plus the external environment of the upgrading in the industrial structure and regional pattern are analyzed in depth. Finally, based on the above theoretical study and practical analysis, empirical research and countermeasures on the upgrading of the industrial structure of chemical and medical materials are made. Through the construction of the selection of domestic and overseas evaluation system, the current trend, leading the advancement of the industry of chemical and medical raw materials, is selected objectively and comprehensively. Furthemore, the development strategy in the upgrading of industrial structure of chemical and medical raw matericals and the recommendations on relevant policies are put forward.
