Western regions involves12provinces, including municipality directly under thecentral government or autonomous regions, and it accounts for about71%of thenation’s total land area, the adjustment of industrial structure not only affect the westerneconomic development, also to the east and across the country’s industrial structureupgrade. Since2000the implementation of the western development, fundamentalchanges have taken place in the western region economic structure, the second and thirdindustry output value proportion rising, more than the first industry, the western regioneconomic growth in2012ranked the first in the national area, but its economic growthmainly dominated by state-owned capital resources, energy industry, growth quality. soit remains to be further improved.In this article, the author first reviews and expounds the related theory of industrialstructure, on the basis of the selection in the western region’s industrial structure as theresearch object, firstly, established reference literatures to measure the level ofindustrial structure formula, based on this conclusion the region’s overall level ofindustrial structure, and also based on the index explained variable factors to analysisthe influenes to the industrial structure upgrade by using panal data model. This contentmainly includes the following six parts:1, theoretical basis, what mainly is put forwardin this paper, selected topic background and basis; And give paper research routes,methods, research framework and research content.2, the research on related issues athome and abroad present situation and existing problems are summarized and reviewedin this paper; The related concepts of regional industrial structure upgrade, relatedtheory and the regional industrial structure has carried on the induction, the commonanalysis methods for the research of the later chapters lay a theoretical foundation.3, Todo a simple description about the present situation of western region the industrialstructure, on the basis of reference literatures to build this paper measures the level ofindustrial structure, and calculate the western regional industrial structure level, theresults show that the top three in turn is sichuan, Inner Mongolia, and chongqing.4,The level of industrial structure as the explained variable, using the panel regressionmodel to analyze the factors influence on western region to the industrial structureupgrade, the results show that the upgrading of industrial structure in the western areashas a promoting effect factors are respectively: human capital, foreign direct investment,energy efficiency, in line with expectations; the negative effect of factors are: import and export trade and investment in fixed assets, not in line with the expected; Inaddition, the technology upgrade of industrial structure in the western areas is nothighlighted, do not agree with expectations.5, on the basis of the theory and empiricalanalysis, promote this paper’s countermeasures and suggestions in view of the westernregion the industrial structure upgrading,that is: increasing R&D input, at the same time,establish an effective evaluation system, improve the use efficiency of R&D funds;Vigorously develop vocational education, to attract foreign talents; Reasonableintroduction of FDI, the realization of the "made in China" to "created in China";Improve the growingly opened, optimize the structure of import and export products,improve product technology content; Optimize the structure of investment in fixedassets, establish an effective supervision and evaluation system, improve the efficiencyof investment in fixed assets to improve energy efficiency.6, summarized the mainresearch conclusion and indicating the deficiency of this study.
