Decision-making Changes The Angle Of The Dual Economic Conversion Study

Our country, as a developing country, features a classical dual economic structure. Despite the outstanding economic and social achievement, the transform of the dual economic is still facing hardship. The once weakening dual economic structure strengthened again in recent years. This thesis studies the evolvement of our country's dual economic structure from a new angle of decision-making way, and tries to explain immediate relation between the dual economic structure and the way of decision-making. The continuous strengthening of the dual structure after new China was founded had close correlation with the single public decision-making way which was in accordance with the planning economy, because this way of decision-making make against optimizing resource allocation and industrial structure. Since reform and opening up policy was implemented, the intensity of dual structure gradually weakened, due to the comeback to a certain extent of farmer's private decision-making right. The comeback of farmer's independent management right had greatly developed the rural economy, and the relaxation of population floating restriction had allowed farmers to leave their land to do business in town. The transforming process of the dual structure is unstable, and appears more difficult since nineteen nineties. This is because people's private decision-making right in many areas is still restricted to some extent, such as the incompletion of farmer's land property right and restriction of free floating of surplus rural labor force.People's knowledge and sense are very limited. Only when peoples' freedom of private choice is fully and equally respected, does social system function smoothly. Thus the market mechanism would optimize resource allocation, and then finally complete the transforming process of dual economic structure. The public decision-making and public product provided by government are aimed at protecting citizens' private right of decision-making. The subject of transforming of the dual structure is ultimately our every citizen who dispersedly makes the economical choice by himself, not some wise men or organizations, or government. In the transforming process of dual structure, government should appropriately perform its function, boost reforms in areas such as property right of agricultural land, household registration system, social security system, and boost reform of the government itself, in order to legally protect the private decision-making right of every citizen, and then by making use of every citizen's effort , complete the transforming process of dual structure, indirectly and naturally.
