On The Status And Role Of Entrepreneurs In The Economic Restructuring

As the scarce resources in Modern Market Economy, entrepreneur and entrepreneurship have vital economic function which, however, were not understood accurately and were not treated as important as they had been, in a long period. In fact, the modern economic growth is motivated by knowledge accumulating and innovation, which are dominated by entrepreneur.Based on Schumpeterian Innovation Theory, this paper is trying to demonstrate status and function of entrepreneur in Chinese economic transition. Firstly, the paper summarizes evolvement process of the meaning of "entrepreneur" in history of Economics, gives concept of "entrepreneur & innovation" in this paper, and analyzes relevant views on entrepreneur's status and function of Schumpeter.In fact, entrepreneurs' status varied with different types of entrepreneurs in the past 30 years of Chinese economic transition. The evolvement process of entrepreneurs' status is also the process that native private entrepreneurs transferred to be main body of economy, gradually.That analyses on the function of entrepreneur in Chinese economic transition, is the main part of the paper. Throughout a Model of entrepreneur innovation activity, the paper points out the functionary mechanism of entrepreneur innovation activity, on the economic transition. The author argues that function of entrepreneur in innovation activity is non-replaceable; innovation activity of entrepreneur-cluster has scale-advantage. Furthermore, the entrepreneur innovation activity has 3 paths, in which entrepreneur is not only the institution-demander but also the indirect new institution-supplier. Meanwhile, entrepreneur, as the main-body of Institutional Change, is especially focused on the innovation of financial system, firm institution and market mechanism. Besides, a series of function of entrepreneur on Economic Structure Modifying are also discussed in this paper.To promote entrepreneurs' function in economic transition, the paper builds an Evolutionary Game Model on innovation activity between governments and entrepreneurs, and then summarizes the Improvement Strategy of the game players, together with the possible obstacle to it.
