| The construction of the Shanghai International Shipping Center has been promoted as a keynational strategy, the standing committee of the State Council has clearly demonstrated thecapability of shipping resource allocation from the global perspective as the final target for theShanghai International Shipping Center. After the overall construction of the Yang shan DeepwaterPort and the operation of the Yang shan tariff-free zone, Shanghai has fundamentally establishedall the physical facilities required by an international shipping center, while it calls for much moreefforts when compared with those well-acknowledged international shipping centers.This paper is to explore the important role of shipping insurance under this background.Conclusions will be made based on the analysis and study on the development theories andpractices of shipping center, when the expansion of infrastructure construction of shipping centerhas been implemented to a certain level, the focus of the topic would be transformed to thedevelopment of high-end shipping service industry. The development elements of Shanghaiservice-oriented shipping center would be summarized based on the analysis of the currentdevelopment of Shanghai International Shipping Center. Besides, after the analysis of thesignificance of shipping insurance in the motivation of relevant elements, shipping insurance isreported to be helpful in the control of relevant risk, maintenance of the stability of the shippingmarket, motivation of the development of the shipping service industry as well as the improvementof the status of the international shipping center.The shipping insurance development of Shanghai International Shipping Center has beenserious backwardness and could hardly match the market status as the No.1port in the whole world,the comparison of the Global Shipping Insurance Income Statistics and the Shipping IndustryDevelopment Index has denoted a positive correlativity for both. The disadvantages andshortcomings in the development of shipping insurance could be specified after the reference ofbeneficial experience of other shipping centers: tremendous competition in the low-end market ofshipping insurance, lack of innovation; bottleneck witnessed for the high-end market of shippinginsurance; outflow of effective demand of shipping industry on shipping insurance; badly in needof talents; imperfect laws and regulations. The corresponding suggestions would be proposedorderly for the issues witnessed in the development of the shipping insurance. |
