The 15th-18th century is a period of transformation of society in Western Europe, including Britain and the Netherlands are the most successful, and their transformation has very close ties with the woolen industry. Social transformation in terms of economy means transformation from the agrarian economy to industrial and commercial economy, agrarian economy is made of the "farming" and "weaving", the transformation succeed through the later. woolen industry is the most important in the "Weaving" of Western Europe, the United Kingdom's transformation has mainly depended on the development of the woolen industry since the late 14th century. Since then until the 18th century, the UK has formed three woolen industry centers one by one, the south west England of the 14-16 century, eastern Anglia of the 17th century and West riding of Yorkshire of the 18th-century. Each of the three centers has challenged agrarian economy and made revolutionary changes in the transition to industrial and commercial economy, so as prepared necessary conditions for the occurrence of the Industrial Revolution in the late 18th century. The woolen industry of the south west England first reached the level close to the factory, so it launched an "industrial revolution" in Industrial organization. East Anglia first opened up broad mass market at home and abroad with the New Draperies, so it launched an "industrial revolution" in the market. And west riding of Yorkshire finally completed the task of industrial revolution in woolen industry after the advent of the real industrial revolution.This paper studies the "industrial revolution" of the south-west England in the background, performance and impact. The development of Woolen industry in the south west England is mainly due to four reasons: the Kings had prohibited the export of wool, to encourage the wool fabric exports, immigration policies to attract foreign technicians, the transfer of production centers in international woolen industry because of the decline of Flanders. Dispersed handicraft workshop and Centralized handicraft workshop was born one by one in the woolen industry of the south west England, completing all preparations of the transition to the factory system in Industrial organization, in which out system and large-scale handicraft workshop are the most important. The south west England is higher than the level achieved by East Anglia and West riding in Industrial organization, so it created an "industrial revolution" in Industrial organization. the south west England gradually gave way to East Anglia and West riding in Woolen industry, because of competition from the cheap New Draperies, but the realm of Industrial organization it has opened promoted the cotton textile industry, and ultimately led to real industrial revolution.
