Heilongjiang Province, Port Management Model Study

Heilongjiang is a province which has relative rich inland river resources.Since Reformation and Opening,with the support of the national and all levels of government, after several changes in port management the port construction and development has got lots of achievements.Owing to historical and practical reasons,port construction mainly invested by the central government in Heilongjian province.Port management mode which managed only by state-owned port enterprises.resulted in the lack of port market competition, information asymmetry, property relations ambiguity.Low efficiency of port operations,which restricted the further development of the port industry.Therefore, it is particularly essential to establish a reasonable and effective port management model.This paper briefly reviewed the changes in port management in Heilongjiang Province, through the analysis and comparison of the foreign port management model, use the advanced management experience, based on the status of port management in Heilongjiang Province, for the special property of the port, put forward the model of port management in Heilongjiang Province, dependency management, market of operation, the idea of participatory framework.
