Along with the deepening of reform and opening up, especially the accession to the WTO, the construction of free trade test area, the Chinese government no matter from the perspective of the development of national economy or the performance of "entry to WTO" commitment to the development of free trade zone, should conform to the international trend of social development, trade facilitation mediated to optimize port customs clearance mode, improve the efficiency of customs clearance, help China’s foreign trade development..In this paper, based on the theory of administration, management and public policy, this paper analyzes the model of Nansha Guangzhou port in order to analyze the background, problems and countermeasures.Firstly, this paper introduces the background and significance, research status at home and abroad, the definition of relevant concepts of port management and related theory of port management, lay a theoretical foundation for the analysis;Secondly, starting from the discussion of the general situation of Guangzhou Nansha port, analyzes the Guangzhou Nansha port customs clearance status, found that the lack of such as port building, group building inspection unit office facilities management service mechanism needs to be further optimized, port clearance of individual rings takes longer, port customs, check test facility needs to be further improved, port staff awareness of service to be improve, Longxue island life business lack of facilities, shipping logistics enterprise personnel’s business level is not high.Again, the comparative analysis of the general situation and characteristics of domestic and foreign customs clearance, summed up the relevant experience and inspiration. Finally, the optimization of Guangzhou Nansha port customs clearance mode countermeasures:to improve thinking and understanding, to establish the concept of the "customs clearance; to strengthen the construction of the overall environment of port; effective integration of network resources, and create a favorable environment for network operation; further optimize the port customs clearance process; by Guangzhou port clearance local legislation guarantee the efficiency of customs clearance.
