Railway Project Cost Standard System Development Strategy Research

The railway industry is an important part of China's infrastructure construction, is an essential component of the national economic development. At present, the railway construction is in the golden era of sound and rapid development, and with the rapid development of the passenger line and the development of high-speed railway,there has set new demands of cost control system which is the basement of investment control.Therefore, based on long-term to make a reasonable strategic plan for railway development project cost standard system has a far-reaching historical and practical significance.In this paper,we analysised the railway project cost standard system development strategy in their own environment and internal and external environment, discussed the urgent needs in a new era in the new context that calls for a new system of standards for the railway project cost; In the same time,we formulated the strategic objectives and specific tasks, concept the guiding ideology of the development strategy and the overall interpretation of the meaning of strategy:a stable, innovative strategies. Finally through deep investigation and study, we proposed implementation measures to achieve strategy.First of all,through the railway project cost standard system's own analysis, we analyzed the basic composition of the current system, described the related results that the current system has made; through the use of the focus interview we explored the summary of the existing system problems.Second, we analysised the strategic enviroment of the railway project cost standard system.we used the PEST analysis model analysised the external environment of existing system from the four aspects of policies regulations, economic, social and technological environments.Third, based on the system's own analysis and strategic environmental analysis, we formulated specific guiding ideology, strategic aim, the strategic task and a two-step strategic measure of that project cost standard system for the railway development strategy. Finally, according to the development of specific strategies we give some specific recommendations as a concrete implementation of stronger measures;give a relatively comprehensive protection mechanisms,and implementation of the strategy to implement the process of the assessment mechanism for amendment, in order to ensure the realization of strategic objectives.This study involved the railway project cost standard system, the research results of the Standard System of China's railway project cost is significance for the future development of the guide theory.In the same time, also has relatively strong guide for China's railway investment to improve the level of control and determine.
