Because of this, how to reverse the trend and how to improve the operating performance has become the focus of the company.This paper,focusing on the relevant theories of performance appraisal with evidences from the performance evaluation system for the tobacco industry, basing on the use of empirical analysis, expert consultation seminars, field investigation, analysis and comparison, is making a detailed analysis of current performance, the beneficial and adverse factors by assessing four indicators including cigarette production and management, quality and efficiency, innovation capability and particular rules. In particular, it is trying to discuss the measures we should take to improve the status of Zhangjiajie tobacco enterprise in the tobacco system of this province.
