Since reform and opening up,China's foreign trade industry has made great leaps.Especially the small and medium-sized foreign trade enterprises have made great contributions to China's foreign trade industry and China's economic development.However,as market competition intensifies,These complicated and varied disadvantage factors have brought unprecedented challenges to China's export oriented foreign enterprises.Faced with such a severe situation,enterprises need to improve their performance management level through management reform,improve their operational efficiency,reduce their operating costs,so as to enhance their core competitiveness.This article starts with the review of performance,performance management,performance appraisal and other related theories,and expounds the related concepts and characteristics of performance appraisal tools such as balanced scorecard and key performance indicators.Combined with the characteristics of small and medium-sized foreign trade enterprises in China,taking JM Company as an example,conduct comprehensive investigation and analysis of it,analyzes the problems and causes found in enterprise management,and optimizes the performance management system of JM company's business department.JM Company is a traditional private textile and garment foreign trade enterprise,Despite the rapid development of performance in recent years,but the imperfect performance management has brought some constraints to the follow-up development.By combining theory with practice,using questionnaires,interviews and the personal observation,understands the management of the company,the current situation of human resources management and the existing problems,such as the lack of unification and decomposition of the company's strategic objectives,relatively single assessment indicators,unreasonable performance indicators design,performance management process is not smooth,performance assurance system is imperfect and other issues.Performance management is an important means to enhance the management performance of enterprises.This article uses scientific performance management theory,combined with the requirements of JM company development strategic objectives,using the balanced scorecard,key performance indicators and other tools to decompose the strategic objectives of the company layer by layer,and draw a strategic map,and then use RASIC tools to sort out the post responsibilities,therewith,this article optimizes the performance management indicators and weight system,and improves the performance management process from the aspects of performance planning,implementation,assessment,feedback and so on.To implement the performance management system and according to plan and achieve results,it is necessary to strengthen the application of the results of performance appraisal and improve the relevant security system.The characteristics of this article are mainly reflected in the perspective of China's small and medium-sized private foreign trade enterprises,According to the current industry situation,the competitive environment inside and outside enterprises and the characteristics of internal performance management,this article studies the common problems existing in the performance management of small and medium-sized private foreign trade enterprises and supply the performance management system which are suitable for China's foreign trade enterprises,especially small and medium-sized private foreign trade enterprises,and brings some inspiration to new methods and new thoughts.Explores a management system with the characteristics of foreign trade enterprises development,and it has a certain reference significance in theory and practice.
