Gradation of tourism development planning examination and appraisal result divided into excellent, good, qualified and unqualified four ranks;⑤Taking tourism development planning of Qinling Mountains in Shaanxi Province as the empirical study and put forward SMPP analysis model as a kind of new tourism planning model,which is based on tourism projects construction as central task, with tourism scenic spots as carrier, with tourism market as orientation and with tourism policy as guarantee;⑥The research proposes management strategies for tourism development planning examination and appraisal in an effective way from tourism development planning establishment system, tourism development planning object system,tourism development planning examination and appraisal management system.Main innovation of the research as followed:①Research perspective level,try to make content and management dimensions of tourism development planning examination and appraisal together, introduce quantitative evaluation method and policy-making management pattern inquisition to explore tourism development planning examination and appraisal index system.②Research empirical level, take tourism development planning of Qinling Mountains in Shaanxi Province as the empirical analysis, put forward SMPP analytical model and tourism development planning examination and appraisal management system (TDPEAMS).③Research application level, tourism development planning examination and appraisal index system provide policy management and technical reference has important practical value, Meanwhile provides model reference for related type's tourism planning examination and appraisal index construction and empirical study.
