Under continue impact of knowledge economy, the sustainable development of enterprises depends on the competitive advantage, but the competitive edge originates from enterprises'core competitiveness which needs human resources to achieve, so staffs quality becomes the crux to win for enterprises in competition of globalization, market-orientation and knowledge.The study and application on competency is becoming the solution for enterprise to match position/person and gain competitive advantage. The department, in charge of maintenance of the process control system, need undertake more self-development tasks, whereas the staffs can't completely be competent. Therefore this department re-appraisal and extend the position competency to completely reflect the performance requirements, and explore to reach good person-job fit, the match job not only build a platform of performance improvement but also help to foster the identity of enterprise.Competency cannot run greatly without support of human resource management, the deviation between position requirement and person provide important information for performance improvement, and promote both enterprise and staff to make out challenging indexes together under friendly negotiation. This kind of tactics generates a pulling force for staffs to improve their performance. In order to help staff to improve performance, development of training system based on the deviation, while generate a propelling force. One platform and two forces jointly promote the department to achieve good performance.
