Problems And Countermeasures In The Customs Inspection Performance Appraisal Is Running

Government Performance Appraisal (GPA) is a kind of management method and instrument that was formed and developed during the time of government reform from the western countries since 1970'S. Along with the deeper development of the "New Public Management Movement", GPA gradually became an important means for the western countries to force the government reform, control budget expansion of government departments, enhance government working efficiency and improve government impression. Recent years, in the course of organization reform and function transform, our government department began to pay more attention to the application and promotion of GPA.This thesis made a research on the situation of the performance evaluation application on the Customs Audit Department. First declared the reasons and implement steps for the Performance Evaluation inducted by the Customs Audit Department; introduce the application process of GPA, index design scheme, and primary promotion result. Under the analysis to the application result of the GPE carried out by the Customs Audit Department, this thesis raised that some problems of the GPA application on Customs Audit Department existed in the parts of appraised contents, internal management and exterior environment. Furthermore, based on the reconsideration on those problems, this thesis also proposed the advanced countermeasures and concrete suggestions in order to make a long-term strategic goal and layout for the development of Customs Audit Department, and to try for the sufficient focus from the Customs upper governor.
