An increasing land supply demand is supposed to occur on city construction, foreign investment, and domestic enterprises, together with the accelerating urbanization and the booming development of construction for Development Zones. In the last few years, the surprising growth of Shanghai'rural urbanization also witness the large number of peasants losing their lands and the lack of corresponding social security system as well. In order to not only solve the social security issue regarding peasants losing lands, but also increase the competitiveness of Shanghai enterprises in rural areas, lower down the operational cost for companies there, guarantee the stability of Shanghai urbanization's reform and development, and meet the needs of social security patterns under certain living standard in Shanghai rural areas objectively, Shanghai Human Resource and Social Security Bureau released " Interim Measures of Shanghai Municipality for Social Security on Small Township" on Oct.10th,2003, which turns Shanghai to be the first city in China which has established the social security system for small township.This security system as mentioned above is carried out smoothly by lowering down the social security fee properly, and maintaining the feasibility to integrate with the current urban social security system. In that case, different social groups including peasants possessing lands, the ones losing lands, the rest who work in township enterprises, and transient population, are possibly going to be integrated into an overall social pension security system to some extent eventually.From this dissertation, a comprehensive analysis will be executed, and based on which, some practical policy advices will be raised up. There would be five chapters to cover all my points of views:Chapter One as introduction and overview to the current situation; Chapter two as the original thoughts and intention for Shanghai small township security system; Chapter three as the analysis part for the result and feedbacks after the release of the system; Chapter four as some research including questions and surveys regarding the main contribution of this system and the predicament which still exists in social security field; Chapter five as the development trend for this system to be predicted, and corresponding policy advices to be raised up.
