Government-enterprise Relations In The Construction Of Corporate Social Responsibility Research

Social responsibility becomes the trend for global corporate development and social progress.More and more attention is paid to corporate social responsibility with China's economic and social development. Since China's open and reforming, China's enterprises, as the microcosmic main body, play important roles in developing advanced productivity, improving China's comprehensive national strength, consolidating the Party's administrative power, and promoting the healthy, harmonious and stable development of the society and economics.However, mine accidents, problem of wage arrears for peasant-workers, accounting frauds in listed companies, food security and environmental pollution, reflect that the absence of social responsibilities in Chinese enterprises, which become the obstacles of China to realize the sustainable development strategy and construct harmonious society.Public policy of Chinese government become the key variables to influence the prospects of market economy and corporate social responsibility. This article begins with examining the concept and characteristics of corporate social responsibility, explores the relationship between public administration and corporate social responsibility, investigates the development of corporate social responsibility from theoretical and practical aspects and the efforts of the government in carrying out social responsibility in public administration. We find that some local governments provide good conditions for the enterprises to perform social responsibilities. The public detests the absence of the social responsibility such as mine accidents, Sudan accident, poisonous milk powder, land king, and fake vaccine, and it even arise social dissatisfaction. According to the relation of the enterprises and government in China's corporate social responsibility construction, we suggest that we should guide the concepts, guarantee the conditions, lead the criteria, monitor the performing of social responsibility, so as to want the government to undertake the responsibility of encouraging, guiding, monitoring, examining, and rewards for corporate social responsibility. Government plays irreplaceable role in promoting the enterprises to perform social responsibility, helps the enterprises to form social responsibility concepts and criteria, guides the enterprises to construct social responsibility mechanism and system, promotes social responsibility evaluation, forms the macro environment and social atmosphere for the enterprise to perform social responsibility. We believe that social responsibility construction of Chinese enterprises will yield substantial results by local governments'promoting, monitoring and supporting. Therefore, the role and function of government public administration will emerge sufficiently, which realizes the value-maximum of the enterprise, society and environment.
