ZHB company formerly known as a typical large state-owned enterprises.Through mergers, restructuring, relocation build a new factory the company, now company entered a new stage. However there are still many problems on Human Resource Management which could meet ZHB's strategic development.How to carry out a scientific state-owned enterprises restructuring of human resources management services in the overall business strategy?Based on the ZHB company background information, introduction of development survey, cultural characteristics,analysis of the status management, under the theory of human resource management of state-owned enterprises review and the classic example of the Enlightenment; find the traditional personnel management to strategic human resource management changes in the way; and background knowledge from the globalization requirements, the system planned for the ZHB transformation of Human Resource Management emphasis and measures. That is:The business strategy of "responders" to the "makers and implementers," transformation; from the work of the "foundation is weak" to "scientific, standard" conversion; from performance management "around the key factor" to "around the target.
