With the advent of economic globalization and the deepening of the knowledgeeconomy, enterprises are facing increasing competition. Human resources managementconcept epoch-making change happen, people are increasingly aware that the competitionis ultimately a competitive human resource is the talent competition. Many traditionalhuman resources management concept has been subverted and replaced by strategic humanresource management theorists are highly concerned with the business community.Meanwhile, the Chinese economy, after thirty years of reform and opening up have maderemarkable achievements, as an important part of this stage of the national economy, themain representative of the socialist economy in the form of state-owned enterprises havealso made considerable progress. But in the fierce international competition, state-ownedenterprises still exist "big but not strong" problems, the competitiveness of enterprisesshould be further improved, human resources management concept is still relativelybackward. Therefore, to explore the theory and methods of strategic human resourcemanagement concepts and state-owned enterprises combining a very important practicalsignificance.In this paper, a combination of domestic and international human resourcemanagement for strategic research, research-based, state-owned enterprises for the realityof the situation, a more systematic approach to analyze the current situation of humanresource management in state-owned enterprises, problems, and the main reason for itsformation. Then, the state-owned enterprise concept of strategic human resourcemanagement system for the exploration of ideas on how to build such systems put forwardcountermeasures and suggestions. The main contents are as follows:First, the meaning of the concept of strategic human resource management conceptswere explained to the existing major strategic human resource management concepts arebriefly introduced.Then, the basic characteristics of an overview of state-owned enterprises, and cited anumber of scholars domestic human resource management research conclusions SOEs,indicating the state-owned enterprise human resource management is relatively backwardsituation. Also, by state-owned enterprises on the domestic15100copies of the managersand staff of the results of the questionnaire, indicating the relative backwardness of humanresources management concepts, state-owned enterprises is a major factor affecting theefficiency of human resource management. And then lists the main problems of philosophy and Analysis of its causes.Then, explore the state-owned enterprise to build the concept of strategic humanresource management system. The idea proposed system consists of values, managementconcepts and management principles form. To establish new values as the core, this valueshould inherit excellent traditional values; promote the socialist core values; absorb theconcept of universal values, the formation of "patriotism, dedication, people-oriented," thenew values. And on this basis, updating the concept of human resource management,develop and strictly follow the management principles, values and management conceptsto make consistently.Finally, the construction of state-owned enterprises on how to implement the conceptof strategic human resource management put forward countermeasures and suggestions.Proposed to enhance understanding of human nature, through the establishment ofcommon values shared vision to lead; to promote the management, full participation,improve staff quality, and strengthen emotional management to implement updatemanagement concepts; the building of enterprise culture construction and system combinedco-management principles to protect the floor.
