So far, in the context of corporate strategic management, strategic management and corporate strategic management performance need to be properly evaluated. Because it directly related to the enterprise can get the right strategic objectives, accurate control the plan, and enhance the level of capacity, the competitiveness of enterprises and other issues. The paper based on the theory at home and abroad, combined with the performance evaluation of corporate strategy problems that exist in reality, integrated systems theory, contingency theory, stakeholder theory, theory of control and creativity build the Strategic Enterprise Performance Evaluation System based on Resource-based Strategy.Resource-based Strategy explains differences with the resources and ability in business. And the resources and capabilities can not be copied, so that it becomes the key competitive advantage. Moreover, the theory can be clearly defined the role of core competencies, determined what the business can do and how to build a strategy module. So, building strategic performance evaluation system for enterprise based on resource-based theory can effective evaluates strategies and the internal resources and capabilities.The combination of the resource-based theory and strategic theory has ignored advantages. Firstly, the system has different perspective. This Performance Evaluation System have more guidance and practical significance of evaluation and formulation of the business strategy. Secondly, the way of index distribution system used in the enterprise has the different direction. To better reflect the advantages of resource-based theory, the strategic must focus on the corporate strategic objectives to select the appropriate indicators. So, this Performance Evaluation System is a more effective tool for the enterprise to implement strategies. Lastly, set a different evaluation. The index system mainly reflects explain the non-financial indicators, and pays attention to the interaction between the business and the environment. The enterprise need to concern about the future evaluation of performance which can describe the sustainable development of enterprise.In this paper, the system in practical application, should be gradually address the following issues: clear the subject and the object of business evaluated; clear overall strategy of the enterprise and identify evaluation purposes; According to KPIs to identify key success factors, build the strategic performance evaluation system based on resource-based theory; weight indicators with AHP, determine evaluation criteria with forecast / budget standard method and get the index score, output evaluation findings for clearing the advantages of resources and capabilities.The strategic performance evaluation system can meet the formulation of long-term value creation in the implementation of the principle-centered,and highlight the resources and capabilities as the core concept to achieve corporate resources to create competitive advantages for the interest.
