China is experiencing a rapid development of economy and social transition. Because of quickly changing institution, rapidly developing technology, the free flow and rational distribution of labor force in the globe, profound changes have taken place in the industry and labor market in China. Employment problems mainly arise in four areas:laid-off workers, unemployed workers, rural surplus labor and the new growth of the labor. Re-employment of laid-off unemployed workers has become the focus of the issue of conflict. Older unemployed workers, such as "4050 personnel", have more difficulties in hunting for new jobs. Because of having lost job for a long term, many families have been made into poverty.Recently, the re-employment of "4050 personnel" has received great attention in governments and communities. But we lack systematic analysis and evaluation of city re-employment policy. According to the practical analysis of Zhabei District in Shanghai, the dissertation explains the formation of re-employment policy making, environmental impact, project content, implementation, etc.. The dissertation evaluates the adaptability, effectiveness and sustainability concerning "4050 personnel" re-employment policy, and brings up some new ideas to improve the re-employment policy of urban areas in the future. It contributes to the improvement of city re-employment policy systems in China.
