Employment training can improve the skills level and it is the main channel of employment and entrepreneurship. Strengthen job training is a major measure for promoting employment and economic development. There are so many people in our country and employment situation is severe, we all know that employment and the structural contradictions co-exist for a long time. Shandong as the most populous province, has abundant labor resources, but its skills quality overall is low, and it is not good at job growth, the employment structure optimization, industrial upgrading and the economic transformation. Therefore, we should vigorously strengthen workers’ skills for new jobs training, improve their employment and entrepreneurship. As Shandong province, promoting job growth and economic transformation are the inevitable choice.The paper will study in Shandong province from 2008 to 2013. We will analyze the implementation of the employment training process and the policy effect. At the same time, we will study the implementation of the comprehensive analysis and evaluation. We have to find the existing problems and improve the existing policy system. We plan to make the employment training policy process optimized and promote employment training performance fully ascend. The paper is divided into five parts:The first part introduces the research background and significance, sorts and reviews the research status both at home and abroad. It has been clear about the research’s idea and methods.The second part involved in the study of employment training, employment training policy, policy evaluation and other key concepts are defined, and assess the theoretical basis of research, combined with the actual effect model was determined as the evaluation model, select before and after the actual policy and planning comparison method, comparative method and investigation method as the main evaluation methods and analysis methods on the qualitative analysis on the basis of quantitative analysis.The third part of carding basic present situation of employment training policy of Shandong province, including job training policy background, the current policy on employment training system, the framework of employment training supervision department, training objects, training institutions, financial subsidies and implementation process of the basic elements, as well as the main content of the employment training policy of Shandong province.The fourth part to "strengthen job training in Shandong province to enhance employment and entrepreneurship five-year plan" (2009-2013) as an example for the empirical analysis, the comprehensive evaluation on the policy implementation process and effect, think employment training low quantity of light quality, training level, the employment effect is not ideal, the necessary underfunded and backward supervision level.The fifth part in view of the above analysis, from the content of the policy, the implementation mode, performance appraisal, supervision and management, and public opinion propaganda in five aspects, and puts forward some countermeasures to improve the current employment training measures, further put forward the employment training policy innovation should adhere to the direction of the legal system, marketization, standardization and information technology.
