The Centralized Declaration-examination Process of Chinese Customs, which has been in function since 1998, is now incompatible to the rapid growth of international trade and the needs of modern customs development. Especially to Qingdao Customs, which is a costal customs district of large business volumes, in the recent years, the Declaration-examination processing model has lagged behind the development of other business areas, and has affected the boost of the efficiency and effectiveness of Declaration-examination, so the re-designing of the progress is imperative.In view of the Declaration-examination processing has been modularized, in this paper, by reviewing the development and changes of the process, it introduces the theory and methods of BPR; and through using the reference of successful experience in the process reengineering of other customs authorities, it finds the joints of reform of Declaration-examination processing model and BPR.Secondly, by analyzing the social background and impetus of the reform, this paper explores successes and failures, gains and losses of pilot project of Declaration-examination process in some customs districts in recent years, and combined with the practice of Qingdao Customs, it indicates key problems that impede the Declaration-examination processing model currently.Finally, from the point of BPR, through the "active participation of the business" and "self-optimization of the Customs", and through the "early, middle and late" phases of Customs administration, it brings forward a new idea to promote reform. Through standardizing external declaration data, pre-examining declarations, optimizing classified declaration-examination process and establishing batch review mechanism, it tries to build up a more rational process and better management circuits, so to provide references for promoting the reform of declaration-examination processing model in the future.
