At present,the world economy is in the deep adjustment winding recovery.Our country's economic development entered a new normal mode.Customs as import and export supervision organ,its clearance efficiency directly affects the customs clearance link time and the enterprise's foreign trade cost,effecting the foreign trade import and export efficiency.Meanwhile,in September 2015,China formally accepted the World Trade Organization(WTO)Agreement on Trade Facilitation,becoming the sixteenth State party to the Protocol.According to WTO,the Agreement on Trade Facilitation will enter into force upon acceptance by more than 2/3 WTO members.While at a press conference held on 22 February 2017 at WTO Headquarters in Geneva,Azeweiduo announced that the number of approved members had now reached following the approval of the Agreement on Trade Facilitation in Rwanda,Uman,Tchad and Jordan,the number of approved members now stands at 112,exceeding 2/3 of the 164 WTO members,and that the Agreement on Trade Facilitation had entered into force.China,as a member of the Agreement,must strictly comply with its provisions.It is particularly important to find ways and means to improve the efficiency of customs clearance by studying the factors that affect the efficiency of customs clearance.This paper introduces the concept of customs clearance efficiency in a broad sense and a narrow sense including related indicators to understand the profound meaning of customs clearance efficiency and the whole process link.At present,the export customs clearance efficiency of JiNan customs maintains a high level.Also clearance process is gradually smooth.Besides,the number of manual intervention customs declaration continues to decline.However,there are still some problems,such as import clearance efficiency still has room to improve.A few extra-long customs declarations have significant influence on customs clearance efficiency,long preparation time before declaration of goods,and improvement of customs clearance efficiency.Then through the current situation of customs clearance efficiency in Jinan customs find the impact factors of clearance efficiency.For example,internal customs reform and technological progress can reduce customs clearance time,while insufficient staff and part of the customs control process may lead to reduced customs clearance efficiency;Customs external factors such as foreign trade enterprises and agents long time to pay taxes,government departments in coordination with less will lead to customs clearance efficiency.Drawing on the advanced experience of developed countries will help to draw on each other's strengths and help to find further ways and means to improve the efficiency of customs clearance.Customs should further implement the integrated customs clearance reform,strengthen risk management,improve the enterprise credit management system,establish customs clearance statute of limitations prevention and control mechanism;And enterprises also need to strengthen the sense of good faith,strengthen the cooperation and exchanges between enterprises and regulate the agency behavior;Related government departments need to construct information sharing mechanism and explore joint law enforcement ways so as to optimize customs clearance efficiency in many aspects.
