Efficiency Of Customs Processing Trade Regulatory Regime

It is to ensure the healthy development of processing trade that customs exercise supervision over processing trade. The performance of customs' supervision over processing trade depends largely on the degree of perfection of the corresponding system. Therefore, the healthy development of processing trade would be supported and promoted only by constantly improving the system of customs'supervision over it.For the above reasons, the author wants to make use of Institutional Efficiency theory to analyze the customs' regulatory regime of processing trade.Firstly, the system of customs supervision over processing trade would be regarded as an institutional structure which consists of seven institutional arrangements such as filing verification system, unit consumption management system, bonded checking system, risk guarantee system, deep processing carry-over system and network supervision system, export processing zone supervision system. With case-analysis, it would be found out that the various manifestations of the lack of institutional efficiency are not conducive to customs' effective supervision and business normal operation in the regulatory system of processing trade.Then, the author conducts cause analysis in the system itself from the universality of unit consumption management system; the degree of perfection on function realization among filing verification system even in itself, bonded checking system, risk guarantee system, network supervision system; some provisions not meeting the objective requirements of modern business model of the enterprises; regulatory loopholes existing in the institutional structure. Furthermore, in-depth analysis of the reasons would be carried out from the concept of institution creation and implementation, the level of law enforcement, intersectoral collaboration.Finally, it is to enhance the institutional efficiency that the writer puts forward some measures in conjunction with the state policy orientation such as optimizing the scope of application of the regime, eliminating the institutional barriers, improving the coupling degree of the institutional structure and pursuing the comprehensive effectiveness of the supervision. It aims to improve the existing regulatory system in due course and create a favorable system environment for the healthy development of processing trade.
