Yunnan Resources Issue Of Economic Restructuring Study

Resource-based economy is not only the academic frontier of development economics, but also the hot topics of management science, regional economics, industrial economics, economic geography, sociology and political science. Yunnan which located in the southwestern border of China is rich in natural resources, total resources ranks sixth in China, and potential assessment value reach to more than 3 trillion yuan. Economic development mainly relies on tobacco, biological, mineral, tourism and power. The economic structure is characterized by the resource-based economy. Yunnan's development has benefited from resources, but also constrained by resources. How to solve the problem of resource-based economy and achieve the economic transition, there is a long way to go.Based on literature review,this paper take the definition of resource-based economy as the starting point. Select the water, forest, energy, mineral and land resources on behalf of natural resources of regions, calculate the natural resources index(NRI) of 31 provinces, Yunnan ranks second. Calculate the contribution rate of natural resources, which is measured by the percent of output value of natural resources industrial accounts for Industrial and agricultural output value. In recent years economic contribution of the natural resources of Yunnan province has stabilized at about 30%, while the country has dropped to 15.9%.Analyse the major resource-based industry's effect on employment, investment (new investment in fixed assets), output (total value) and income of residents. Derived from the above aspects we define the economic type of Yunnan province as resource-based economy.Resource-based economy of Yunnan province has following problems: resource-based industries continue to expand and lead industrial development; resource-based industrial enterprises have small scope and low efficiency; extensive pattern of resource exploitation, low recycling rate; technological innovation mechanism is not perfect, endogenous development capability is inadequate; in some cities resources go to the verge of extinction, lack of sustainable development; resource-based industries are high energy-consuming industries, which caused enormous damage to the ecological environment; there is growth drag in resource-based economy.In view of the severe problems Yunnan faced, it is necessary to realize the economic transition. There are many difficulties of economic transition in our province if we consider the stage of industrialization, the regional division of work, regional economic development level, cultural factors and national policy. Finally, the paper give the following economic transition path: develop circular economy, the economic transition focus on sustainable development; the key is industrial restructuring; improve the quality of the population is intellectual support for economic transformation; enhance the independent innovation capability is scientific and technological support for economic transformation; improve the regional level of openness and internationalization by implementation of the export-oriented strategy.
