Practice And Thought Of Resource-Based Cities’ Transition And Development——Taking Qian’an As An Example

Currently, a large number of resource-based cities appear in domestic and overseas because of some resource’s largely development and processing. Although having different course of development and all kinds of external environment, the resource-based cities at home and abroad are faced with two issues. Firstly, economic development relies on traditional industries, the industrial structure is single, the industrial chain is short and science and technology is comparatively low. With resource decreasing, these industries shrink gradually. Secondly, the restraining factors for the development highlight, mainly manifesting the obvious contradiction between ecological protection and economic development, the heavier limited traditional system and concepts and so on. How to develop substituted industry and realize resource-based cities transition before resource exhaustion is a global strategic issue.Qian’an City in Hebei Province is a typical resource-based city, which is famous for iron mine and steel. Although with abundant resource reserve and being in the rising stage of economic development, the same as the other resource-based cities, Qian’an is facing many problems such as weak industry based on a large size, environmental protection and so on. Especially in the face of the global financial crisis, the growth of China’s massive economy is slowing down from double-digit number to single-digit number. It brings serious impact on the economics of steel in Qian’an and promotes the transition of resource-based city of Qian’an urgently. This paper is guided by the idea of scientific development. Combined with the successful experiences at home and abroad, I deeply investigate into developing situation of the economic society of Qian’an with the survey study and the method of documentary, analyze the existing problems seriously and put forward specific and reasonable suggestions. I hope it will play a role of reference for the transition and development of Qian’an.First of all, this paper combs out the theory research of the transition of resource-based cities at home and abroad. This provides theoretical references for the analysis of the resource-based city of Qian’an. Secondly, through the study of the transition mode of resource-based cities including Kyushu in Japan, the Houston in the United States, Ruhr in Germany, Fuxin in Liaoning province, Baiyin in Gansu province, Jiaozuo in Henan province and so on, I sum up the successful experience. Thirdly, introducing the development situation of resource-based economy and society of Qian’an at the present stage. Analyzing the existing problems and reasons of the resource-based economy of Qian’an. Fourthly, In view of the existing problems, I present suggestions and advices for the transition of the esource-based city of Qian’an from economic transition, urban-rural development transition, ecological civilization construction transition, social construction transition and so on. Fifthly, to ensure the success of the transition, I puts forward safeguard measures from reform and opening-up, technological innovation, talent guarantee, decision-making mechanism and so on.
