The Transformation To The Growth Mode Of Resource-Based Economy In Shanxi

The changes of climate have produced an effect on the development of human profoundly. In 2003, the British put forward the concept of Low-carbon economy first in the book—Our Energy Future:Creates Low-carbon economy. This concept has been accepted as a new and sustainable mode of economic development by various countries and regions in the world. In order to deal with the change of climate, our country also put forward the carbon dioxide emissions of unit of gross domestic product decline 40%-50% in the based on 2005 by 2020.As the most typical Resource-Based area, Shanxi has become the reform area synthetically at home at present. It is not only a great strategic opportunity but also a challenge for promoting coordinated development of economic and social in Shanxi. It has an important strategic meaning to narrow the gap among regions. The transformations of in the facets of industrial structure adjustment, conservation of resources, environmental protection, changes of development mode, innovation of science and technology have strong reference value and demonstration significance to other Resource-Based areas.Based on the frame of Low-carbon economy, adopting empirical and normative researching method and case comparative analysis, analyzing the economic growth mode of Shanxi, the paper conclude:adamancy of industrial structure and dominant of Resources-Based industry, "high carbon" characteristics significantly of energy consumption, cost of development and externality problems seriously, innovation mechanism of science and technology and the endogenous ability insufficiently, simplification of investment and trade structure. This paper analyzes the successfully experiences with emphasis in Germany's Ruhr, BeiJiuZhou of Japan, Houston of American and some areas of China, and compares in the facets of pattern of transformation development, policies of industry transition, measures of transition security. Combining with the actual situation of Shanxi Province, this paper puts forward should be adopted the pattern of combining government leading with market regulation. And the paper further figure out five points to realize the transition of economic growth mode of Shanxi:transformation of the industrial structure, transformation of economic development mode, transformation of economic development power, innovation of system and mechanism, strengthen the international exchanges and cooperation.
