The organization structure is a kind of relationship among all parts of an organization. The Nobel economic rewards of 1997 Simon considered that the first condition to exploit the social resources effectually is an effectual organizational structure.At first, This paper elaborates domestic and foreign scholars'present research on organization transforms and organizational structure transform, in the analysis present situation's foundation, the author discovers that it is a new domain to weight the transformation difficulty degree from one kind of organizational structure to another, also, it is an important question that the enterprise must face inevitably in the actual operation process. Therefore, the author proposes the research direction of this paper, that is:the model of enterprise organizational structure transformation degree and study on apply.Then, this paper carries on the analysis on the organizational structure influencing factors from the external environment and enterprise internal factor. The external environment divides into the macroscopic environment and the intermediate perspective environment, indirectly, the two factors affect the enterprise organizational structure transformation through the influence enterprise's business strategy. Enterprise own factor divides into the management factor, the organization characteristic and individual characteristic, those factors affect the enterprise organizational structure transformation from the different aspects.The organizational structure transformation is inevitably to the enterprise sustained development. As to the enterprise, it's very important to how to grasp the key aspects of the organizational structure transforms and how to control the transformation process well. This paper proposes the definition of organizational structure transformation at the bottom of the influence organizational structure transforms analysis. Then, the author obtains the differences of the department and the position between the existing organizational structure and the goal organizational structure. According to the position value assessment, the author determines the weighting factor of department and the position with utilization product square-root method. After that, the author establishes the organizational structure transformation degree model and carries on the qualitative appraisal to the model.At last, the author utilizes the model to X Company, and aims at X company's actual situation to propose the organizational structure transformation process rationalization proposal.The innovation of this paper is proposing the definition of the organizational structure transformation degree, and establishing the organizational structure transformation model. This model has analyzed the difficulty degree of one kind of organizational structure transforming to another kind of organizational structure. It is useful for an enterprise to grasp the key aspects of the organizational structure transforms and control the transformation process well.
