Study Of The Symbiosis Of Urban And Rural Elements In The Development Of Rural Industry Integration

The backward development of industries and the unitary structure are a common phenomenon in China's rural areas,which seriously hinders the advancement of China's agricultural and rural modernization.Therefore,China has formulated and implemented the "Rural Revitalization Strategy",with industrial prosperity as the main focus to enhance the comprehensive agricultural development level in the "Synchronization of the Four Modernizations" and improve the backwardness of rural industrial development.The specific strategy is to promote the integrated development of rural industries.To achieve the integrated development of the tertiary industries within the rural area,the village needs to have the necessary resource elements for the integrated development of the tertiary industries.However,due to my country's long-term implementation of the "urban deflection" policy,which has led a large number of rural elements to flow into urban development industries,resulting in a relatively rich accumulation of urban industrial production factors,serious loss of production factors in rural industries,and low accumulation capabilities.Therefore,attracting urban production factors to flow into the countryside and the symbiosis of rural industrial factors can effectively make up for the deficiency of insufficient accumulation of rural industrial factors,thereby promoting the integrated development of rural industries and promoting the smooth implementation of the rural revitalization strategy.However,my country's urban and rural areas are in a "dual economic structure system",and the urban and rural factor markets are showing a serious state of segmentation.There are obvious differences in the institutional arrangements and price formation mechanisms for factor flow in the two markets,making it difficult for urban factors to flow into the countryside,or it is difficult to achieve symbiosis with rural elements after flowing into the countryside.Such as "capital runaway,project unfinished,land transfer termination" and other urban and rural elements are difficult to achieve effective symbiosis phenomenon frequently occurs,which seriously hinders the smooth implementation of the rural revitalization strategy.Therefore,under the policy background of the integrated development of rural industries,how to promote the co-generation of urban and rural elements is an urgent problem to be solved.For this,the study comprehensively uses methods such as logical deduction,empirical research,and evolutionary game to explore the plight of the symbiosis of urban and rural elements in the development of rural industry integration,the factors that affect the symbiosis of urban and rural elements,and the realization mechanism and implementation path of the symbiosis of urban and rural elements.The main content of this article is:(1)Based on the theory of symbiosis,starting from the three phases of urban and rural element symbiosis(urban element inflow,urban and rural element symbiosis,and element symbiosis value-added),exploring the inner logical relationship of the symbiosis of urban and rural elements to promote the integrated development of rural industries.(2)Investigate the reality of the plight of urban and rural factors in the integrated development of rural industries,and analyze the formation mechanism of the plight of urban and rural factors from the perspective of urban and rural element market segmentation.(3)The external environment analysis tool(PEST)based on the strategic management theory,from the perspective of economic,social,and political(policy system)three-dimensional identification of factors affecting the symbiosis of urban and rural elements,and put forward corresponding hypotheses,and conduct empirical tests.(4)Analyze the interest relationship between the relevant subjects in the symbiosis of urban and rural elements,construct an evolutionary game model between the relevant subjects based on the evolutionary game theory,and seek the equilibrium solution and stability conditions for the stable cooperation between the subjects,and with the formation of a continuous and mutually beneficial symbiosis model as a guide to explore the realization mechanism of the symbiosis of urban and rural elements in the development of rural industry integration.(5)Formulate the implementation path and corresponding policy measures for the symbiosis of urban and rural elements in the development of rural industry integration.After the above analysis,this study has the following four conclusions:(1)The co-existence of urban and rural elements in the development of rural industry integration lies in the plight of the reverse inflow of the countryside,the initial plight of rural symbiosis,and the plight of rural symbiosis of value-added.First of all,my country's urban and rural factor markets are severely fragmented,and it is difficult for urban factors to flow into the countryside.Secondly,the weak carrying capacity of rural areas and the lack of a good symbiosis environment make it difficult for urban and rural elements to achieve initial symbiosis.Furthermore,the degree of symbiosis of urban and rural factors is not deep enough to derive new industries and new formats,and enhance industry value,leading to the dilemma of symbiosis and appreciation of urban and rural factors.(2)The factors affecting the symbiosis of urban and rural elements in the development of rural industry integration are: economic aspects include the degree of integration of urban and rural factor markets,the carrying capacity of rural factor markets,and the value-added benefits of the symbiosis of urban and rural factors;the social aspect includes the willingness of the main elements to coexist and the degree of balanced distribution of the interests of the main elements;the policy system includes policy support and system support.Through empirical testing,it is found that economic factors have a more significant impact on the symbiosis of urban and rural factors than social factors,policy and institutional factors.(3)The realization mechanism of the symbiosis of urban and rural elements in the development of rural industry integration is: work deployment from the aspects of urban and rural element symbiosis policy incentives,symbiosis function integration,symbiosis benefit sharing,institutional constraints,supervision and evaluation,etc.,to effectively control the economic,enabling fair cooperation between the urban and rural elements,formulating and improving the benefit linkage mechanism,and achieving a balanced distribution of benefits,to overcome the plight of the rural reverse inflow of urban and rural elements,the initial symbiosis plight,and the symbiosis value-added plight,so as to promote the symbiosis of urban and rural elements and help the integrated development of rural industries.(4)The implementation path of the symbiosis of urban and rural factors in the development of rural industry integration is: the first stage,through policy incentives and institutional constraints,break the urban-rural factor market segmentation,and attract urban industrial factors to flow backward into the countryside.The second stage is to enhance the willingness of the main body of the symbiosis of urban and rural elements,promote the development of functional integration of urban and rural elements,extend the rural industrial chain,and realize the initial symbiosis of urban and rural elements.The third stage is to improve the value-added effect of the symbiosis of urban and rural elements,upgrade the industrial value chain,improve the interest chain,and promote the symbiosis and value-added of urban and rural elements.Based on the integration and development of rural industries,this research explores the realization mechanism and implementation path of the symbiosis of urban and rural elements from the perspective of urban and rural element market segmentation.It not only enriches the theory of urban-rural relationship and symbiosis theory,but also contributes to the smooth development of rural industry integration and rural revitalization strategies.Implementation provides a certain theoretical reference value.The innovations of this study are as follows:(1)Establish a theoretical framework for the realization of symbiosis in the three stages of "rural inflow-initial symbiosis-symbiotic value-added" of urban and rural elements,and demonstrate the logical relationship between each stage of the integration of rural industries.The inflow of urban elements is the prerequisite for the integrated development of rural industries,the symbiosis of urban and rural elements is the means of the integrated development of rural industries,and the value-added of element symbiosis is the goal of the integrated development of rural industries.The inherent logical relationship between the symbiosis of urban and rural elements and the integration and development of rural industries.(2)Construct the formation mechanism of the urban and rural element symbiosis dilemma.Based on the understanding of the reality of the plight of urban and rural factors,the study analyzes the current segmentation of my country's urban and rural factor markets from the perspective of the segmentation of urban and rural factor markets,uses the degree of segmentation measurement model to measure the degree of segmentation of the urban and rural basic production factor markets,and analyzes the urban and rural areas.The reason for the formation of the segmentation of the factor market,thus constructing the formation mechanism of the plight of urban and rural factors.(3)Establish a mechanism to realize the symbiosis of urban and rural elements and formulate implementation paths.The study constructs an evolutionary game model by analyzing the interest game relationship between the subjects related to the symbiosis of urban and rural factors,and explores the equilibrium solution and stability
